It's very simpel and very clean.

Fixes
-Can't move the Skin
Fix: Open Rainmeter, choose the Skin and make a hook at "Draggable"

-If you want to change the size of the HorizontalBar
Fix:
1)RightClick on the HorizontalBar Skin
2)Click on "Edit Skin"
3)Go to the section of "MeterBackground"
4)Change there the "W" and "H" into the resolution you have.

-If you want to change the clock from 24 Hours into 12 Hours follow the steps:
Fix:
1)RightClick on the Clock Skin
2)Click on "Edit Skin"
3)Go to the section of "MeasureTime"
4)Change the "Format=%#H:%M" to "Format=%#I:%M"
